HSR rankings reflect performance in Memory of Chaos cycle 12-14, Pure Fiction waves 4-5, and Apocalyptic Shadow boss encounters. S-tier characters define the meta—they're either best-in-slot for their archetype, universally applicable supports, or enable 0-cycle strategies. A-tier characters excel in specific team compositions or content types but lack universal dominance. B-tier characters function well but have been powercrept or require E1-E2 to compete with newer options. C-tier characters are functionally replaced by stronger alternatives. Our methodology weighs three factors: damage ceiling (30%), team flexibility (40%), and investment efficiency (30%). We assume E0S0 unless otherwise noted. Light Cone optimization and relic quality are normalized to 80% substats.
